S. David Freeman was appointed chairman of the Tennessee Valley Authority by Jimmy Carter in 1977. He was named an “eco-pioneer†for his environmentally-oriented leadership of the Sacramento Municipal Utility. He also headed  New York Power Authority and the Los Angeles Department of Water and Power. As a utility leader, he stopped nuclear power plants, replaced coal generated electricity with renewables, and pioneered a massive energy conservation program.
